Anime and Game (ACG) IP company Nada Holdings (hereinafter referred to as “Nada,” stock code: 7824), together with its invested Japanese game planning and development company JP UNIVERSE, officially entered into a long-term collaboration with the Ministry of Investment of Saudi Arabia (MISA) on September 24, signing a memorandum of understanding (MOU) for original game development and production. At the same time, JP UNIVERSE announced the establishment of a local game development studio, ‘SA GAMES Inc.,’ in Riyadh, as a key location to support ‘Saudi Vision 2030’ initiative to upgrade its entertainment industry.
The signing ceremony of the Memorandum of understanding (MOU) between JP UNIVERSE and MISA was held at the Japan–Saudi Arabia EXPO Investment Forum , during the 2025 World Expo (Osaka–Kansai Expo)(※1). The event was witnessed by Nada Holdings General Manager Lee Hsu, JP UNIVERSE founder and game producer Hajime Tabata—who previously led the production of Final Fantasy XV—Japan’s Vice Minister of Economy, Trade and Industry Yuichiro Koga, Saudi Arabia’s Minister of Investment H.E. Khalid Al-Falih, and Saudi Arabia’s Vice Minister of Investment Abdullah Ali Aldubaikhi.

Their collaboration will focus on advancing AAA game development, nurturing local talent, and fostering industry clusters, with the goal of becoming a flagship model for the cultural and entertainment industry transformation under Saudi Arabia’s national strategy, ‘Vision 2030’.
To achieve the strategic cooperation goals aligned with ‘Vision 2030,’ JP UNIVERSE will establish a new game development studio, ‘SA GAMES Inc.,’ in Riyadh. This studio will serve as the center for developing original IP games that integrate Saudi Arabian culture and span gaming networks across Asia, aiming to create next-generation game content with cross-cultural appeal.
Nada has long focused on cultivating and actively participating in the international ACG industry’s IP development sector. To accelerate its global ACG market presence, in November 2024, it announced an investment in JP UNIVERSE—a game development company founded in 2022 by game producer Hajime Tabata, who previously led the development of Final Fantasy XV and has extensive experience in large-scale console game development—establishing a strategic partnership for the future development of global large-scale console and online games.
JP UNIVERSE focuses on developing and producing new online RPGs and other large-scale global IP game projects. Having already built a foundation of multiple international collaborations, the company is dedicated to creating immersive game worlds where players can fully engage, serving as a key pillar for Nada in advancing a global gaming ecosystem. This collaboration with MISA not only marks a significant milestone for JP UNIVERSE’s entry into the Middle East market but also highlights Nada’s strategic vision in connecting the gaming industry chains of Taiwan, Japan, and Saudi Arabia.
